We had a very interesting NFL Week 13, which started with high-level quarterback play on Thanksgiving with Jordan Love, Jared Goff, Dak Prescott, and Patrick Mahomes. They actually had four of the top five slots in QBR for Week 13 with Bryce Young notching the other in the week’s biggest upset when the Panthers turned over MVP favorite Matthew Stafford three times.
But Week 13 also saw the return of Joe Burrow in the AFC North just in time where Lamar Jackson and Aaron Rodgers are really struggling for their teams. But like 2024, the Bengals are in a 4-8 hole that may be too big to dig out of for the playoffs.
Each week at 365Scores, we are going to rank all 32 NFL quarterbacks from top to bottom. The methodology is to start with our preseason quarterback rankings from July, which were based on a mixture of career value and recent play. Then each week, we will adjust the rankings to account for the latest game to get a sense of which quarterbacks are performing the best in the 2025 season.
Table of Contents
1. Patrick Mahomes, Kansas City Chiefs
Week 13 rank: 1 (0)
For the first time in his NFL career, Patrick Mahomes threw four touchdown passes, zero interceptions, and the Chiefs still lost the game, losing 31-28 in Dallas on Thanksgiving. Mahomes is 12-1 in such games now even after making an incredible throw on the run like this to Xavier Worthy in the fourth quarter at a point where the Chiefs were down three offensive line starters:
But there is a stat that can back up why this one didn’t end in a win like the other dozen did. Mahomes’ passing success rate in the game was only 43.2%, easily the lowest in the 13-game sample. His Week 1 start against the 2018 Chargers was 46.4%, and the other games were all 53.2% or higher.
Kansas City’s offense was feast or famine in Dallas with nine drives leading to four touchdown drives and five punts. We touched on this yesterday with a look at Super Bowl contenders with the Chiefs struggling more than ever before in the Mahomes era on third down.
They were 5-of-13 in this game on third down, but the problem was the penalties on the offensive line that kept putting Mahomes behind the sticks. In just the last three quarters of this game, Mahomes had plays on 1st-and-20 (twice), 2nd-and-19, 3rd-and-26, 2nd-and-20, and 3rd-and-16 (twice) that were all set up by penalties and some questionable play calls afterwards to mitigate these situations.
The Chiefs wasted one of Mahomes’ best games this season, blowing a fourth-quarter lead after his 4th-down touchdown pass to Rashee Rice.
Then as another piece of evidence of how they just don’t execute in crunch time this season, facing a 28-21 deficit, Mahomes delivered a pass to Rice on 3rd-and-8 that was dropped and the Chiefs punted. Dallas made it a two-score game, Mahomes answered with that highlight-worthy play above to make it 31-28, but the defense couldn’t get the ball back in the last 3:27 despite four clock stoppages.
That’s the third time this season the Chiefs watched their opponent run out the clock in a one-score game. That’s the ninth time it’s happened in Mahomes’ career, which ties the career total for Drew Brees and Aaron Rodgers, and is already three more than Tom Brady and Peyton Manning (six each).
And that’s how you end up with the Chiefs at 6-6 despite Mahomes leading an offense that is No. 1 in yards per drive, No. 2 in points per drive, and he’s No. 2 in QBR (73.1). The Chiefs will need to run the table, and while it’s certainly doable, it’s going to fall on him in this offense to beat three of the best defenses this year, starting Sunday night with the best of them all (Texans).
2. Matthew Stafford, Los Angeles Rams
Week 13 rank: 2 (0)
Well, I tried to tell people all week about Matthew Stafford, who already lost out on one MVP in 2021 after some rough patches. That was the year he joined the Rams, they were 7-1, he was lighting it up (22 touchdowns, 4 interceptions, 309.6 yards per game), and he was headlining the MVP race.
But then he was a 7.5-point favorite on a Sunday night against the Titans, threw a pick six, lost 28-16, and that kicked off a 3-game losing streak where he thew five picks. He also threw seven picks in the last three games of the 2021 regular season as that’s just who he is in his career. A mixture of great moments and bad moments.
He certainly didn’t solve interceptions at 37 years old, and that 30 touchdown to 2 interception ratio was always fool’s gold. Sure enough, he doubled his interception count in Carolina by the end of the first quarter. Even if we excuse the pick that was deflected at the line in the red zone, he still threw a pick-six and fumbled in field goal range late in a 31-28 game. The Rams never got the ball back.
A very rough game for Stafford (26.1 QBR), and now Drake Maye has passed him up in the MVP odds. But it’s just one game. Stafford still has prime-time games coming up with the Falcons and Seahawks, but those are on the road too where strange things can always happen as Sunday proved again.
3. Dak Prescott, Dallas Cowboys
Week 13 rank: 6 (+3)
Dak Prescott’s Thanksgiving didn’t start well with an interception on the opening drive, but he settled down after that and played one of his best games this season, taking zero sacks, consistently converting on third down, and leading the Cowboys to a 31-28 win over the Chiefs.

Prescott got big plays from CeeDee Lamb and George Pickens, and he also drew four defensive pass interference penalties on the Chiefs, including two on the last drive to run out the clock. Prescott leads all quarterbacks in EPA gained by penalty (+5.2) by a wide margin this season according to ESPN.
But while Prescott has the Cowboys (6-5-1) hanging in there, their playoff odds are still dire as they don’t really have any margin for error unless the Eagles just go on a total collapse and lose out. The playoffs are basically here now as the Cowboys need to beat the Lions in Detroit on Thursday night. If they can get past that one, then running the table is doable, but that first leg is going to be the toughest.
An 8-game winning streak out of the bye and making the playoffs while leading all quarterbacks in QBR would be Dak’s MVP case.
4. Josh Allen, Buffalo Bills
Week 13 rank: 4 (0)
Coming off that loss with 8 sacks in Houston, Josh Allen threw an early pick in Pittsburgh and was playing with backup offensive tackles. Fortunately, the Buffalo running game stepped up with just under 250 yards with a big game from James Cook on the ground to carry the load as Allen only had to pass for 123 yards in the 26-7 win. The defense also scored a touchdown to put the Bills ahead for good right out of the half break.

We’ll see if Allen can do more at home against the Bengals, who are playing better defensively in recent weeks and Zac Taylor’s had some success against Allen in 2022-23.
5. Drake Maye, New England Patriots
Week 13 rank: 7 (+2)
We can get into the MVP talk next week, but Maye is largely the leader there now because of New England’s 10-game winning streak and the bad game for Matthew Stafford on Sunday.
I don’t think beating up on the 2-win Giants should move the needle, and frankly, Maye had higher expectations these last two weeks than leading three total touchdown drives against defenses as bad as the Bengals and Giants. His defense/special teams scored twice in those games too.
But he gets to go into a late bye week with a chance to win the AFC East by beating Buffalo at home in Week 15. That’s the game that could really catapult him.
6. Sam Darnold, Seattle Seahawks
Week 13 rank: 5 (-1)
Whoops, I really thought Sam Darnold would have lit it up against Minnesota to remind them they dumped him after a 14-3 season for what looks like a brutal quarterback room. But Darnold ended up setting season lows in passing yards (128), completion percentage (53.8%), yards per attempt (4.9), and no touchdown passes.

But since Max Brosmer was so terrible, the Seahawks won 26-0 anyway. Darnold will get the Atlanta defense next that’s been vulnerable as of late.
7. Lamar Jackson, Baltimore Ravens
Week 13 rank: 3 (-4)
Over the last four games, Lamar Jackson is completing 56.0% of his passes, 192.0 yards per game, 1 touchdown, and 3 interceptions. He’s also taken 10 sacks, is averaging just 3.2 yards per run, and he’s lost half of his four fumbles in those games. He’s gone three straight games without a touchdown pass after he had a 34-game streak with at least one.
But the most shocking part was he had such a bad game against the worst Cincinnati defense he’s seen in his career, a team he was 10-1 against. But the Ravens were very sloppy on Thanksgiving, Isaiah Likely fumbled through the end zone to rob Jackson of a touchdown pass, and Jackson had three of the team’s five turnovers.
The 32-14 loss is Jackson’s biggest by scoring margin since a 41-17 loss to the 2021 Bengals. He rarely loses to them, but when he does, yikes. Now it’s a matchup with the Steelers for first place, and Jackson seemingly figured out that defense last year in two straight wins. But with the way he’s playing right now, it’s hard not to imagine a dogfight on Sunday with the AFC North lead on the line.
8. Jordan Love, Green Bay Packers
Week 13 rank: 10 (+2)
Jordan Love’s been really good on third down this season, but he beat Detroit at its own game on Thanksgiving by converting three times on fourth down, including two touchdown passes and a game-sealing first down in a 31-24 win to complete the Detroit sweep. Love finished with four touchdown passes.
But what a month coming up for the Packers as they’ll face the Bears twice as well as the Broncos and Ravens. Nothing in prime time so far, but Love will have his shot at a No. 1 seed.
9. Daniel Jones, Indianapolis Colts
Week 13 rank: 8 (-1)
I’m not even sure how Daniel Jones is still playing with a fractured fibula other than to say he’s tough. But unfortunately, the Colts lost their second-straight game despite Jones taking one total sack and the offense having zero turnovers against the Chiefs and Texans, two teams they are directly competing with for playoff positioning.
But that’s a bummer for the Colts to only average 18.0 points per game these last two weeks despite not having any giveaways like they had in their losses earlier this year to the Rams and Steelers.
Jones wasn’t able to lead a go-ahead touchdown drive in a 20-16 game against Houston, and now the Colts have to face the Jaguars in Jacksonville where they haven’t won since 2014.
10. Jared Goff, Detroit Lions
Week 13 rank: 9 (-1)
Jared Goff did not complete a pass in the first quarter against Green Bay on Thanksgiving, but thanks to Jameson Williams’ speed, he finished with 256 yards and 2 touchdowns in the last three quarters. However, it was a tough day to lose Amon-Ra St. Brown to an early injury, and Goff and Williams couldn’t hook up on a big fourth down in the fourth quarter with the Lions still down 10 points.
They also weren’t able to get the ball back late in a 31-24 game, completing the sweep for Green Bay and leaving the Lions (7-5) in a vulnerable position against the Cowboys this Thursday night in an important game.
11. Justin Herbert, Los Angeles Chargers
Week 13 rank: 11 (0)
The Chargers completed the Las Vegas sweep with a 31-14 win, but Sunday was not a fun day for Herbert. He fractured his left hand (non-throwing hand) during the game and had surgery on Monday. Then Maxx Crosby pushed him to the ground in the fourth quarter.
But it doesn’t sound like Herbert is likely to miss Monday night’s big game with the Eagles a week after hand surgery.
12. Baker Mayfield, Tampa Bay Buccaneers
Week 13 rank: 12 (0)
The Buccaneers still only scored 20 points at home against Arizona, but they controlled the game, they got the win, and Baker Mayfield was happy to see some weapons back like Chris Godwin (his best game since last year’s injury) and Bucky Irving (scored a touchdown).
Still waiting to see Mayfield throw a touchdown to a tight end (Cade Otton) this season. His only scoring toss on Sunday went to tackle Tristan Wirfs on a trick play.
The Bucs just have to take care of those Carolina games (Weeks 16 and 18) and they should win the NFC South again.
13. Joe Burrow, Cincinnati Bengals
Week 13 rank: N/A (Joe Flacco was No. 19)
In his first game back since Week 2, Joe Burrow had quite the performance on Thanksgiving night. It would have been awkward to watch no matter who the opponent was, but seeing Burrow basically get 32 practice throws in the first half to shake off the rust against the Ravens was especially weird. It was even weird to see his maligned defense turn the Ravens over five times in a 32-14 win.
But Burrow shook off that early rust by leading two touchdown drives in the second half, and the Bengals were able to get back in the win column at 4-8, the same record they had last year when they finished 9-8.
14. Caleb Williams, Chicago Bears
Week 13 rank: 14 (0)
Caleb Williams had an easy day in Philadelphia when you can hand off to two different running backs who give you 125 yards as the Bears piled up 281 yards on the ground. Williams did have a nice 28-yard touchdown pass to Cole Kmet in the fourth quarter that put the Bears up 24-9.
But it was quite the telling quote from coach Ben Johnson that “We’re winning in spite of our passing game, not because of it” after the win. Williams will have to be better against the Packers in a huge showdown next week, and based on 2024, he fared pretty well against Green Bay. But now the stakes are high as the Bears (9-3) are in a battle for the No. 1 seed, not just the NFC North.
15. Jalen Hurts, Philadelphia Eagles
Week 13 rank: 13 (-2)
Friday’s windy conditions weren’t ideal for passing, but Hurts still looked indecisive and inaccurate at times despite not taking any sacks for just the second time this season. He kept A.J. Brown happy with 132 yards and two touchdowns, but hardly anyone else contributed anything to the offense, which saw Hurts fail on a 2-point conversion with 3:10 left that kept it a 24-15 game and effectively killed any hope for a comeback.
The Eagles are no longer in control of the No. 1 seed, and the schedule still has some tough games with the Chargers and Bills left.
16. Brock Purdy, San Francisco 49ers
Week 13 rank: 15 (-1)
Brock Purdy was not dominant against Cleveland but based on the way his 2023 performance went in that building, Sunday’s 26-8 win was a strong showing. He protected the ball, he only let Myles Garrett get one sack, and he was good on third down, including a rare rushing touchdown from 2 yards out.
But it’s also true that the 49ers’ three touchdown drives were 16, 32, and 18 yards (66 yards total) because of great field position set up by the defense and special teams. So, it wasn’t a hard day for Purdy against a great defense.
17. Bo Nix, Denver Broncos
Week 13 rank: 16 (-1)
Denver’s ninth-straight win saw Bo Nix lead his sixth game-winning drive of the season with a touchdown drive quickly coming together in overtime. Nix was kind of all over the place against a vulnerable Washington defense. His touchdown pass was brilliant, his interception in the fourth quarter was terrible, but he finished on his end in overtime, and the defense got the final stop to preserve yet another win for the Broncos.
Maybe not everyone can win a lot with Nix at quarterback, but Sean Payton certainly can.
18. C.J. Stroud, Houston Texans
Week 13 rank: N/A (Davis Mills was No. 21)
It was far from a shootout, but C.J. Stroud did a good job on the road in a big game with 276 yards in Indy. But I must say his game-winning drive leaves a lot to be desired for the officiating on it. First, he got away with a delay of game on 3rd-and-15, then if that wasn’t bad enough, the referees called a really bogus defensive pass interference penalty for very minimal (if any) contact on the play. Automatic first down.
That led to a touchdown run by Nico Collins and the Texans won 20-16. We’ll see if Stroud can continue the team’s winning streak and keep hope alive in Arrowhead, where he lost two games late in the season last year, including that playoff game where he was sacked eight times.
19. Aaron Rodgers, Pittsburgh Steelers
Week 13 rank: N/A (Mason Rudolph was No. 29)
Aaron Rodgers returned from a week out with his wrist injury, but it once again never felt like the Steelers had a real plan or identity to go with on offense against a hit-or-miss Buffalo pass defense. But the Buffalo run defense is usually bad, yet the Steelers didn’t get anything going there, and they didn’t get the ball to tight end Darnell Washington until it was too late.
At this point, I’m not sure Rodgers should trust any receiver besides Washington or the running backs underneath as DK Metcalf’s play has really deteriorated. But by starting the second half with a play-action pass with no viable receiving threats, it ended up with Rodgers getting strip-sacked by Joey Bosa for a huge touchdown that left him with a bloody nose and a bruised ego.
The Steelers were blown out after halftime once again, the story of their season.
20. Jacoby Brissett, Arizona Cardinals
Week 13 rank: 17 (-3)
Jacoby Brissett is averaging 312.6 passing yards per game when he starts this season for Arizona, but the team is only 1-6 in those games because they either get blown out early and he’s throwing in garbage time, or he’s coming up woefully short on the game-winning drive like he did again on Sunday in Tampa Bay, a winnable 20-17 game.
That’s been the story of his season and really his career going back to those years in Indianapolis when he filled in for Andrew Luck.
21. Bryce Young, Carolina Panthers
Week 13 rank: 24 (+3)
Bryce Young is one of the hardest quarterbacks to evaluate today. He’s 13-27 as a starter in the NFL, but 11 of those 13 wins have been on a game-winning drive, and his latest might be his best yet as it came against the Super Bowl favorite in the Rams. He threw his second touchdown pass on fourth down in the game and iced them with a third down conversion instead of letting Matthew Stafford get the ball back in a 31-28 game.
That’s the other thing. Young has led Carolina to some high-scoring wins. He’s now 5-13 (.278) when the Panthers allow at least 27 points, which doesn’t sound great until you realize it’s a better record than other No. 1 picks like Joe Burrow (4-19, .174), Trevor Lawrence (6-27, .182), or his 2023 classmate C.J. Stroud (3-8, .273).
Last season, two of Young’s very best games were against the Super Bowl teams, the Chiefs and Eagles. He tied the Chiefs late and Xavier Legette dropped a game-winning touchdown in Philadelphia, or he’d be up to 12 game-winning drives already. As it stands, he’s actually the youngest player to reach 11 game-winning drives (24 years, 128 days). I wouldn’t have expected that from him.
Maybe it’s from playing those high-stake games at Alabama. But you just wish he’d play like this more often earlier in games too. Young has as many games this season (3) with three touchdown passes as he has games where he didn’t exceed 5.0 yards per pass attempt.
Very confusing player, but he has the Panthers (7-6) in striking distance in the NFC South with both Tampa Bay games left. I think he’s at least earning a fifth-year option with the Panthers, but I’d hold off on paying him $60M/year if I was Carolina.
He might only show up to earn 25% of that.
22. Jaxson Dart, New York Giants
Week 13 rank: N/A (Jameis Winston was No. 20)
Jaxson Dart returned to action after his concussion and based on some of the hits he took against the Patriots, he’ll have another one soon enough. That’s just unfortunate, but hopefully the offseason will teach him some lessons on how to protect himself better. When you see plays like the one he made here on the 2-point conversion, you have some faith that he can be really good and the Giants can win games if they fix the defense.
But you have to stay upright and live to fight another down.
23. Trevor Lawrence, Jacksonville Jaguars
Week 13 rank: 22 (-1)
Sunday was the first time all season that Trevor Lawrence finished a game with a passer rating above 100.0 as he had a 111.5 passer rating with 229 yards and 2 touchdowns as he gets more comfortable throwing to Jakobi Meyers after the trade.
He almost led the team in rushing yards too with 25. But it was a pretty easy day as the Titans couldn’t score more than a field goal on the opening drive.
24. Tua Tagovailoa, Miami Dolphins
Week 13 rank: 18 (-6)
I was curious to see what Tua Tagovailoa did that was so bad to give him the lowest QBR (8.1) in a win in Week 13 against the Saints. I see he nearly wrecked the opening touchdown drive by taking a sack and almost losing a fumble. Then he threw a pick on first down at the New Orleans 37 right after his defense got him a takeaway. He contributed very little to the team’s scoring drives while taking 4 sacks for the day.

I’d still say that 8.1 is probably a bit harsh for this game, but it wasn’t a good one for Tua.
25. Marcus Mariota, Washington Commanders
Week 13 rank: 25 (0)
Marcus Mariota was facing a great Denver pass rush and the Broncos had Patrick Surtain II back at corner too. But he played maybe his best game all year, making some very tough throws in crunch time and overcoming some poor officiating too on a missed trip and a weak grounding call.
Then in overtime, Mariota kept the game alive by breaking out of a sack on a fourth down to get the ball out and draw a pass interference flag. After he threw a touchdown on fourth down, his chance to win the game on a 2-point conversion pass was snuffed out by Nik Bonitto knocking the ball down at the line. A real bummer since the back was wide open too.
But it was a great effort from Mariota as a big underdog. Way better than his last game that went to overtime against Miami where he lost it with a pick right away.
26. Kirk Cousins, Atlanta Falcons
Week 13 rank: 23 (-3)
Kirk Cousins was better this week in another game without Drake London, but he still didn’t finish the job. In fact, his go-ahead touchdown pass in the fourth quarter was a very low throw that David Sills had to practically scoop off the ground before adjusting on a third-and-long and scoring.
Then when the game was tied, Cousins led two very fast three-and-out drives, leaving the Jets enough time to win on a field goal to end regulation.
27. Tyrod Taylor, New York Jets
Week 13 rank: 28 (+1)
How bad are the Falcons? Tyrod Taylor isn’t that unlike Justin Fields in the way he doesn’t win high-scoring games and is bad at comebacks/game-winning drives. Before Sunday’s game against Atlanta, Taylor was 1-18 as a starter when his team allowed 24+ points and he was 4-23-1 at comebacks in the fourth quarter.
But Taylor took advantage of some great special teams plays, a defender falling down on a long touchdown to Adonai Mitchell, and then he scrambled for a 10-yard touchdown to tie the game late. After the teams exchanged three-and-out drives, Taylor set up Nick Folk for a 56-yard field goal to win 27-24.
If only you could play the Falcons every week.
28. Tyler Shough, New Orleans Saints
Week 13 rank: 26 (-2)
It was a rough first half in Miami for Tyler Shough as his Saints trailed 16-0. But he started stringing together some good plays and even found himself with a chance to tie the game on a two-point conversion late. Unfortunately, the penalty moved the ball back to the 7, and Shough was picked by Minkah Fitzpatrick, who undercut the receiver short of the end zone and returned it for two points for the Dolphins.
But even after Shough was gifted a miracle in an onside kick recovery in a 21-17 game, he wasted the chance with a pretty unimpressive quarterback sneak effort on 4th-and-1 that was stopped to end the game.
The Saints are 0-5 at game-winning drive opportunities this year but this was how the first one ended for Shough’s NFL career. Not great.
29. Geno Smith, Las Vegas Raiders
Week 13 rank: 27 (-2)
In the first game after the Raiders fired offensive coordinator Chip Kelly, the Raiders were trying to hide Geno Smith with a running game as he didn’t attempt many passes early. But he still finished with 5 sacks behind that line in a 34-14 loss that was never very close in the fourth quarter despite Brock Bowers catching two touchdowns.
30. Shedeur Sanders, Cleveland Browns
Week 13 rank: 30 (0)
The Shedeur Sanders discourse is likely going to be people arguing he makes the offense better because of highlight-worthy plays like the 34-yard touchdown pass to Harold Fannin Jr. Then it’s going to be countered by people who point out that’s the only score the Browns had all day, and his overall success rate is poor as he doesn’t sustain drives, and he takes deep sacks (34 yards lost on three sacks vs. 49ers).
But I’d probably keep starting him as the Browns (3-9) have nothing to lose this year.
31. Cam Ward, Tennessee Titans
Week 13 rank: 31 (0)
One opening drive for a field goal was all Cam Ward’s offense could muster at home in a 25-3 loss to the Jaguars, his first look at another AFC South rival. The offense was 3-of-16 on third and fourth down, so it’s another discouraging game for the worst team in the NFL this year.
32. Max Brosmer, Minnesota Vikings
Week 13 rank: N/A (J.J. McCarthy was No. 32)
We’re apparently at that part of the NFL season where undrafted rookie free agents can start at quarterback and get absolutely embarrassed by elite defenses. Minnesota turned to Max Brosmer with J.J. McCarthy suffering a concussion, and I’m not even sure a concussed McCarthy would have been this bad against Seattle.
On a day where Sam Darnold was nothing special, Brosmer had a chance to keep his team in the game before halftime before he turned a sack on fourth down into a horrific 85-yard pick-six. That just opened the floodgates and he finished with four picks in a 26-0 loss.
Can’t believe I’m saying this, but I’ll be happy when Nine is back next week.
